“Legitimacy through delegation” refers to the process by which the architecture transfers responsibility for its operations to other entities or actors. This includes the delegation of military operations to private contractors and the use of proxy groups to carry out operations that would otherwise be controversial.
The mechanism of delegation allows the architecture to maintain a degree of distance from the direct consequences of its actions, thereby preserving its political legitimacy. For example, the use of private military contractors such as Blackwater and Academi has enabled the U.S. government to conduct operations in regions like Iraq and Afghanistan while minimizing the visibility of American involvement. These contractors are often employed for tasks such as logistics, security, and combat operations, which are then framed as necessary for national security.
Similarly, the architecture has relied on proxy groups to carry out operations in regions where direct involvement would be politically or diplomatically problematic. For instance, the Iran-backed Hezbollah and Iran-aligned Hamas have been used as proxies in conflicts in Lebanon and Gaza, respectively. By delegating these operations to proxy groups, the architecture can avoid direct attribution and reduce the risk of backlash from the international community.
This strategy of delegation is also evident in the broader capture of American foreign policy, where the transfer of responsibility to private entities and proxy groups has allowed the architecture to sustain its operations while maintaining a veneer of legitimacy. The cumulative effect of this delegation is a political and institutional environment in which the actual conduct of operations is obscured, and the populations bearing the costs are left without recourse or accountability.
