Mohammad Najibullah was a leader of the People’s Democratic Party of Afghanistan (PDPA) and served as the president of Afghanistan from 1986 to 1992. He succeeded Babrak Karmal and became the last leader of the PDPA government, which had been supported by the Soviet Union during the Soviet-Afghan War. Najibullah was known for his efforts to implement a policy of national reconciliation and to transition Afghanistan towards a more moderate and secular government. He proposed a coalition government that would include non-communist political forces, legalized opposition parties, and revised the constitution to remove the explicitly socialist character of the state and to recognize Islam as the state religion.

Despite these efforts, Najibullah’s leadership was ultimately undermined by the continued support for the mujahideen factions by the United States and its allies, particularly Pakistan and Saudi Arabia. These external actors refused to accept any negotiated settlement that would leave elements of the PDPA in power, as they sought to ensure the complete collapse of the secular Afghan government and the rise of a religious regime. As a result, the PDPA government was unable to hold power after the Soviet withdrawal in 1989, and the country descended into civil war.

Najibullah’s government held for three more years, during which he continued to offer reconciliation and proposed United Nations-mediated transitional arrangements. However, the refusal of the mujahideen and their foreign backers to accept any compromise ultimately led to the fall of his government in 1992. Najibullah was later captured and executed by the Taliban in 1996, marking the end of the secular Afghan state and the beginning of the Taliban’s rule.

Najibullah’s efforts to reconcile and transition Afghanistan toward a more moderate and inclusive political system were significant, but they were ultimately thwarted by the geopolitical interests of the United States and its allies, who prioritized the destruction of the secular Afghan government over the stability and development of the country.
